In addition to information and referrals, the center has to embrace the empowerment approach to help families advocate on their own behalf.  Due to the fact that the FSC primarily serves immigrants with low proficiency in English and a lack of bureaucratic practices in their country of origin, advocacy remains a central function to ensure that families get the services that they deserve.
